Texas Veterans Land Board (VLB) and the Veterans Housing Assistance Program (VHAP) Energy Star / HERS rating requirement

In 1983, the Legislature created the VLB Veterans Housing Assistance Program (VHAP), to aid Texas Veterans in purchasing a home. Eligible Texas Veterans have an opportunity to purchase a home with a competitive, low-interest loan with little or no down-payment. Veterans, military members and their spouses may receive up to $417,000 on a fixed-rate loan for 15, 20, 25 or 30 year terms*. Veterans with a VA service-connected disability rating of 30% or greater qualify for a discounted interest rate. 


To qualify, homes must meet the following requirements:

  • Home must be the veteran’s primary residence in Texas
  • Home must be a single family attached or detached home, town home or condominium
  • Duplexes or other multi-family units must have been constructed at least five years prior to the closing date of the loan
  • New homes must have either ENERGY STAR certification or HERS Index score of 75 or less
  • The home must remain as the veteran’s primary residence for at least three years, and the Veteran borrower must occupy the home within 60 days after loan closing.

Home Audits and Assessments

Our service start with a home energy audit or assessment. Through this comprehensive inspection of the property, we’ll develop a report that highlights problem areas, the issues they create and how they can be improved. For the sake of transparency, this is a great report to use when selling the home. You can show the homeowner exactly where the home stands and what will need work in the coming years. The report will also show them how to get great returns on their investment once the home is there’s to improve.

Code Compliance and Home Energy Ratings

Once a home has been thoroughly audited, we can we can assess its viability based on current building and energy codes and determine its home energy score based on nationally recognized HERS rating and Energy Star rating standards. A positive home energy rating or score will help to increase the value of your property.

Energy Efficient Mortgages (EEMs) and Energy Improvement Mortgages (EIMs)

Many homeowners are looking to swith over to Energy Mortgages due to these three main benefits:

  • Increased purchasing power through cost savings
  • Increased market value of the home
  • Increased affordability of energy efficient upgrades and efficient homes

In order to qualify for these mortgages and financing, an energy rating needs to first be performed on the home. We are a certified energy rater and can help you take steps towards your EIM or EEM. If the home does not qualify, we can show you what needs to be done to improve its performance. We'll walk you through the steps to ensure you can obtain EEM or EIM financing for the home.
